The Minnesota Complete Streets Coalition created a toolkit for local governments on how to implement a complete streets policy.

Complete streets are built with all possible users in mind, including cars, bikes, pedestrians, and transit. Complete streets help to improve a community’s authentic sense of place by ensuring that all users will feel safe and comfortable.

This toolkit arms local practitioners with all they need to develop and implement a local complete streets policy. Although the toolkit is designed with Minnesota communities in mind, the resource is applicable to all types of cities. 

This resource provides concrete steps to creating, adopting, and implementing a complete streets policy. The toolkit contains the components necessary to create a local complete streets resolution as well as an example of an actual resolution adopted by a community. Creating an official complete streets policy is a key step in ensuring future investments in transportation infrastructure create the most public benefit.
