This tool is designed to help communities prioritize properties based on a specific reuse plan. 

Downtowns in smaller legacy cities are often home to vacant or underutilized buildings. Some of these buildings may even be contaminated with chemicals or manufacturing waste from a previous use. 

When focusing efforts on revitalizing downtown, resources are limited and communities may need to prioritize which properties most crticially need reuse. 

This tool, created by the U.S. Environmental Protection Agency’s (EPA’s) Land Revitalization Team, helps a community better understand property characteristics, ownership, environmental conditions, cleanup requirements, and reuse planning to make more informed decisions.

The tool consists of an Excel Workbook and a PDF handbook on how to use the tool.
